How I ranked these.

Five criteria, weighted roughly equally: pricing transparency, owned-vs-rented platform, response time and direct designer access, real client results published, and local market fit for small Seattle service businesses (not enterprise or VC-funded startups).

The list skews toward firms doing custom work that small service businesses can actually afford. Squarespace-only shops were excluded because the platform-rental issue is fundamental for SEO and ownership. Enterprise-focused agencies are mentioned but ranked lower for this audience because they're overkill for $2k–$10k builds.
